To guide the redesign, they launched a customer survey to gather insights and align the user experience with community needs. Their goal was to offer a more intuitive, informative, and user-friendly online presence.

To understand public opinion, JSR audited social, call center, and email comments and implemented multiple surveys to understand community perceptions.
Based on feedback, JSR wrote, designed and built PioneerCommunityEnergy.org (a not-for-profit URL) to replace the governmental URL PioneerCommunityEnergy.ca.gov.
